If I was the Saudi's I'd sponsor a more sensible arcology type settlement for 5% of the same money, that conserves water with the long term plan of having it run like Singapore.
Then I'd use the rest of the money to make a gigantic monolith/mosque type thing out of metres-thick stainless steel, the pieces would be like girders welded together all along. It would take 30 years and the blood of 200 million indians, but it would last for literally hundreds of thousands of years.
