What did they mean by this in the 90's?

They might mean literally "this is the 90's" because those films were made in the 90's.

Or, they could be trying to say these types of films defined the 90's (they're all pretty good in my opinion and they encompass the ideology of the 90's).

Or, and I have a feeling this is the case, they are saying that the 90's was the best decade... I was in my teens in the 90's. It was pretty good, but I'm being biased and have no other reference to compare myself existing in as a teen in any other decade. But, it was pretty good. Simple, unhinged, and so relaxed - no one really gave a shit, and if you did you were a loser.
