They never really explain it properly even in the books.
But my assumption is that the cup was always a portkey designed to bring the winner back to the starting line for the winner celebration. Hogwarts normally prevents teleportation within the grounds, so the cup was given a special exemption. You couldn't use any ordinary portkey.
That's the reason for the whole tournament ploy. The triwizard cup was the only way to teleport Harry from within Hogwarts. Crouch fiddled with it to change the teleport destination the same way he did with the Goblet of Fire.
That's also why the cup was able to teleport Harry back to Hogwarts. That was the original destination.

Of course it's still retarded. He could have simply stunned Harry in private and flown out of the grounds on a broom with Harry in tow until he could apparate. That would be a much easier plan.

Funny enough, that's how Edgar Rice Burroughs got his start. He had, in his spare time, read some pulp literature of his time and thought "man this is such abysmal dogshit, I bet even I could do a way better job". I kinda like it because it's in line with the general cultural vibe of the wizard world that is depicted in the movies, these are all old traditions that the students and teachers somewhat begrudgingly participate in even if their attitudes and morals are utterly changed and muggle-friendly and mudblood-accepting etc.... as the generations get younger.
I'd imagine after the "bad guys" got defeated major reforms took place to make these challenges safer and more inclusive.

The tournament was deadly in the past but reinstated as long as it was carefully monitored. Without the intervention of Crouch Jr. it would never have been deadly, the dragons are bad yes but people could have been saved from them. I always found it weird how nobody mentioned that the movies started off with giant feasts and celebrations and people being awarded points and stuff and then it somehow just turned into absolute death. And I'm not talking about the fact that there's an omnipresent evil force, obviously, there's going to be some sort of conflict. I'm talking about how it began, like some happy-go-lucky boarding school for kids and then somehow you found out that they hold this annual competition where people just die.

The book did a better job of clarifying that the Triwizard Tournament wasn't supposed to be deadly and had safeguards in place to keep the champions out of mortal danger (which of course failed to account for the unknown Voldemort scheme which killed Cedric)
