Later on as he narrates you get the implication that the neighbors wife didn’t “leave him” and was murdered. Hence why the Neighbor moved in his secretary he was presumably having an affair with later
The ending reveals that the narrator either murdered the neighbors wife with/for him. And bought the new wife a dog because he wanted it to discover the wife’s body which was buried in the neighbors back yard.
The odd reactions to this by the new wife, the narrator and the Neighbor seem to imply they all already knew she was murdered and the narrator was more voyeuristically filming the neighbors new wife to capture some reaction from finding it
The narrator helps rebury the body even deeper, and everybody moves on and forgets about her.
The end text then reveals this tape was given by the police department, who presumably got involved and arrested the narrator upon seeing this and finding the now decades old body. His narration being him in the modern day confessing to his involvement
As for WHY the two families were this crazy, we won’t know. Although the fact their kids seemed to leave and move far away as soon as possible suggests they weren’t seen in a great light by most
