From my experience it was a lot of travel channel type things done on a public access budgets, lots of cut aways of people putting things in their faces and saying it's delicious, also all of the media we consume now on things like YouTube Shorts or TikTok with the captions all over the screen is directly influenced by Japanese or maybe just Asian television in general.

It's to inform the viewer of the person or characters intentions or true feelings they usually pop up when someone is lying or putting on airs about something
Or in those Wipeout/MXC style shows the captions are meant to express how badly the person eats shit or hurts themselves

I've seen shows there that were talk shows and it just looked like captions to me, but loud and in the center of the screen. It was very distracting. It seemed like most of the programming when I lived there was either talk shows in studios or on the road travel logs about Japan.
