Thats very possible, but the prominence of the St George flag and the absence of nation flags put an emphasis on race. Presumably a sign tapper movie would be trying to activate the white population while subtly pushing civic nationalist ideals, i.e. putting one or two blacks in supporting or even background roles to show that “yes, white man should be proud and fight for his country but also browns are here and can be English too (but dont worry youre the main character whitey)” There are exactly 0 non whites in the movie outside of the foreign-looking infected leader.
