It doesn't matter if he did or didn't, the point is that Tony is a hypocrite but my personal fan theory is that it's funnier if Ralph didn't kill the horse and it was all just super shitty timing, which would be funnier and more in line with the themes of the show.

Ralph spent all his free time antagonizing a bunch of dangerous, violent murderers. He was a habitual line-stepper with serious issues that prevented him from being able to moderate his behavior. He was going to get strangled or shot by someone eventually.

With Ralph, he never did anything explicitly wrong by THEIR standards though, that's the thing. Killing a prostitute? Who gives a shit? Murder a horse losing money that you co-own? Who gives a shit? Make a joke about Johnny's wife? Everyone laughed. Muscle Paulie because you are a made guy and bring in more money? Sure, you are only as good as your last envelope.
