The reason mobs went downhill in the west was because of government crackdowns and also societal shift where people decided to sit in front of their computer more. Now, in theory organized crime is a bad thing, but if the government gets too out of hand then organized crime is just normal living, while the government is often actually the bad guys. That's the main reason why mobs ever existed - they were good to a lot of society and a lot of people liked them and hated the police.

Also, it doesn't take some amazing brilliant intelligence to crack down on gangs - the government has the power to simply thrown everyone involved in prison, including innocent people. Someone sent an email to a mob member? Throw them in prison. This is how the justice system in America and some other countries works if they really want to do something and you are hopelessly naive if you think otherwise.
