It's all starting to make sense. I once got temporarily excluded from school for choking the school bully out and everyone was acting like it was the worst thing that ever happened at that school. Only a couple of weeks before, that same bully carved a dick on a younger kids arm with a compass, and a few months before that almost drowned a kid in the swimming pool. When I was finally allowed back, the same bully taunted me, so I hit him with a meter ruler, I got excluded again. Nothing ever happened to him for what he did before or after.

As someone who was bullied, albeit not relentlessly, I'd say it served two purposes. The first is that it made me more self-aware of how not to appear as weak or lame as I probably did, second, it did make me more empathetic, but in a way where I could guide other unfortunate people on how to stand up for themselves more and be less cringe.
But there's a fine line between bullying and straight up psychotic behavior, that should not be tolerated and has no net positives. In any case, kids should stand up for themselves.
