Whitaker sucks, but both Koskov and Necros are actually pretty good.
Koskov is so slimey that you can't wait to see him get his comupance and Necros is one of the most effective henchmen in the entire series.
Hell, he basically gets his own action sequence when he assaults the MI6 safe house.

DAF was made to be a complete opposite of OHMSS which fans didn’t like at the time. Unfair because it was a good move, just a horrible one to introduce a new Bond especially after Connory. Connory slept walk through that movie and only did it because have him at the time highest pay for any actor for a movie. He donated it all to Scotland

In fact, the line in TLD where Bond says he'd welcome getting fired by M is taken directly from the short story.
