Have the dinosaurs escape from a Jurassic Park needlessly built close to a major urban city and spend the rest of the film following a family seeking shelter from the huge lizards now prowling through the streets in search of humans to eat. Basically make the city sequence from The Lost World into a full-length motion picture. There's plenty of room for set-pieces juxtaposing suburban / urban backdrops with the primeval.

Create a subversive movie where it's ironically boring
Make it a drama about being fiscally viable
Throw in the sponsorship process
Throw in grant applications
We can set it from the perspective of the accountant or something
Throw in a tactical JP theme at the end of at the films low point
Make the wasteful spending of resources allude to America's willingness to splurge on entertainment while the scientists and medical personnel are not paid a commensurate amount for their efforts but they do it because it pays the bills and they don't mind the work
Basically make it like a whiplash or remember the titans but with less stakes

There could be a place for dino kino, but it doesn't all need to be set in this same franchise, because the more movies you make the less sense it makes. Realistically we'd just nuke or firebomb the dino islands since it's constantly causing disasters and countless deaths.
