He was the only person asking for it. LotR at the time was a was not a lucrative IP, nobody *really* gave a shit about holding the rights to it. And the production company, New Line Cinema, was not a major studio and was mostly known for making the Nightmare on Elm Street films. By the late 90's though, Freddy flicks had basically run their course and New Line needed a new cash cow.

iirc, jackson was interested in remaking king kong at the time, and had weta workshop do a bunch of prototype work on that (on a shoestring budget), which ended up being proof of concept that he could create the necessary digital elements to make a lotr adaptation work.
