Power Rangers was the perfect experiment. If they would have picked any other Super Sentai show it might not have worked.
VR Trooper was going to flop with it's original idea Cybertron. Luckily they went back and decided to rework it and frankenstein multiple series into one.

Beetleborg was a shot in the dark but was light and goofy enough to become popular.
Mystic Knight of Tir Na Nog was an original idea and they didn't put enough work into it to make it a franchise.
For whatever reason they fumbled Masked Rider the most.

Apparently the actor who played the main character in Masked Rider died like three years ago to zero fanfare. You can't even find a cause of death anywhere. There's just an Instagram post from his mom or something commemorating it.

Beetleborgs felt like someone wrote a good premise (three kids become their favorite comic book heroes but also make the villains real) then some old cunt executive went "And add a ghost and Universal monsters in a haunted house."
Some how it worked because kid are stupid and like wild nonsensical stuff as well.
The 90s was all throwing stuff at the wall and seeing if it sticks but still it was very weird combination.

I never watched the Saban version, but Kamen Rider always skewed a little more mature than Super Sentai and Juukou B-Fighter (Beetleborgs). Kamen Rider often had a little horror and moral ambiguity among the goofiness. People tend to die more often and they push the personality of each series more than Super Sentai.

Well Saban (not the guy the company) decided to make it into a goofy sitcom and the hero would run off to fight monsters for very flimsy reasons, then return to the family to fall over sofas and be all weird alien who doesn't know how forks work.
Like one anon said Saban kept getting lucky with their shitty premises while adapting these shows but completely took the wrong approach with Kamen Rider.

The sad thing is, even if by some miracle Masked Rider succeeded or was good, there was nothing but a few Kamen Rider movies in the 90s. Production on shows would start in the 2000's again. This and Beetleborgs were both limited in them just plain not making future versions at the time. they could use older shows, but then the costumes become less available to use. Masked Rider only had a rotting Shadow Moon, for example.

Power Ranger was close to being cancelled a few times before In Space was made and saved it.
I think by that time they learned anything that was Super Sentai would have finite footage and unless they spliced random shows together like VR Troopers. Even that ended up running out of footage. And Toei at the time was no preserving suits.
Once a shows production ended they ended up in a pit of rubber suits in a back lot or reused for as parts of costumes on other projects.
They could have did what did for later seasons of MMPR where they tried to do more US footage but those scenes all stunk.

The B-Fighter/BeetleBorgs, Space sheriff and Kamen Rider suits are also WAY more expensive to recreate than the Sentai suits. All they really needed were the helmets and the belt props, the rest could be easier to make or ship.
If PLEX/Toei provided the fabric templates they could source them locally as needed.
