He was never lowest rung. Tony was grooming Christopher and Silvio was his most trusted advisor but Tony trusted Paulie implicitly until Pine Barrens and then the New York stuff. He got passed over by Bobby becoming underboss and overshadowed by bigger earners, but never was he a small fry.
