Both are con artists who needed their brother to keep them in line. Chuck was a social retard who needed Jimmy to make Chuck seem human. Jimmy was a scofflaw who needed Chuck to keep Jimmy grounded and on the straight and narrow. Howard knew that Chuck was at his apex with Jimmy around to goad Chuck into letting his guard down, and that Jimmy was a stellar employee who excelled under Chuck's supervision. Howard's only mistake was to allow himself to take the blame for not hiring Jimmy on as a lawyer, or for not rebuffing Chuck and just hiring Jimmy on anyway.

If Chuck would have initially accepted Jimmy at HHM as a lawyer there would have been no problems, Chuck’s hubris and jealousy was the real problem.

There would have been problems, but they wouldn't have amounted to more than something Howard could have smoothed over a cup of coffee for both his friends at a pool party. Howard's kids are really good friends with Kim and Jimmy's kids, and you'll never find a more devoted uncle than Chuck. He's been in a really great headspace since Samantha came back. He kind of lost it at Jimmy when he scammed that guy at the saloon out of 5 bucks with his bar tricks, but it came out of a place of concern. When Chuck talked to Kim about she assured him "no more bar tricks uncle charles" then winked at him and said "unless I'm the one doing it" and handed Chuck his watch back. They all had a good laugh at that.
