Maybe Yoda is very good at foretelling what potential someone has. This is why he is around the kid Jedi, to weed out the weak or sith-like ones. This is why Yoda was on the council to decide whether Anakin gets to become a master. This is how Yoda could tell "there is another" who has the chance of stopping the Darth Vader.

The way Jedi training works is you have the kids at the temple learning fundamentals until they become late teens, then they graduate to padawan and must be selected by a master to apprentice with them. They then go on dangerous missions with their master. Yoda is obviously older so he would be staying at the temple full time teaching the kids all day.
