The consensus was that the first film was too bloodless to work as a real horror movie (even the "unrated" edition is tame), so unless they were going to go hard-R it wouldn't work, but they probably figured the lower rating is what helped the first film's box office.
I liked 2.0 for the action, but they say they have a plan for the third film to be a horror. Honestly I think it would be interesting to see the franchise keep bouncing between action and horror. It makes sense in terms of character growth too. Look at Sarah Connor, she found herself unprepared to fight against the Terminator, so she became a full doomsday prepper, Sydney in Scream tried to go back to being normal in two, but by 3 she was a total shut-in, now she's acclimatised to psychos trying to killer her she's more just annoyed by their bullshit.
