Fellbeasts weren't a problem until months after the council of Elrond, had Gandalf and co. simply gone to the Eagles and petitioned them right after the Council of Elrond when they were pretty much next door the Nazgul still wouldn't have walked back to Mordor, furthermore the fellbeasts surprised everyone as a new form of devilry when unveiled so they wouldn't have even considered Sauron had them. Look how they panicked when Saruman had crows, that sort of aerial support is unheard of in Middle-Earth and the reverse is true that Sauron would never foresee the Eagles being used nor somebody wanting to destroy the Ring.
