No, life rights are not strictly necessary to make the movie, but you're potentially opening yourself up to getting sued if you're putting any kind of conjecture or interpretation between the known facts. Anyone can try to sue for anything, you are opening yourself up to a potential lawsuit by releasing anything to the public, but there are fair use laws that protect from things like that, otherwise SNL would have been sued out of existence decades ago, but they didn't because they got the suits laughed out of court because fair use laws allow people to create stories about public events.
