The movie doesn't really show him as this calculated genius or something. He just swings his dick and balls around and doesn't give a fuck about being honest or a good person or anything really, and it works. He's not stupid and he's clever in his own way, but he's clearly not that intelligent and the movie doesn't portray him as really outsmarting his opponents. He just abides by the rules Roy Cohn gave him (which basically come down to "be evil")
