The people who pushed ALL dinosaurs had feathers were not scientists, but literal tumblr artists trying to get notoriety. Most scientists say that only certain small, raptor-like dinosaurs had feathers. These raptors are the ancestors of modern birds. Most other dinosaurids had no feathers. Saying all dinosaurs have feathers is like saying all mammals have trunks because elephants have trunks.

Some we have evidence for certain traits. Of course we don't know exactly what they looked like. There's a book about a "what if" scenario where people take paleoart ideas and slap it on animals we know today and how weird they look compared to what we know they look like. It's just meant to give you a general idea based on the best available evidence of that it may have looked like. Of course the reality is all we actually "know" without a time machine is what the fossils left behind after all these years.

Quill knobs have been found on velociraptor fossils thus it's conclusive that they also had feathers.
A species related to the T-Rex, the Yutyrannus Huali, also conclusively had feathers.
The jury is still out on the T-Rex itself, it's likely but not proven.
