They are similar but not identical.

If you are charismatic you have the capacity to inspire interest / enthusiasm / loyalty.
If you are charming you can charm people. You make them feel warmly towards you, even if only superficially / temporarily.

A good leader has to have charisma, not necessarily charm. (Consider R. Lee Ermey in Full Metal Jacket. He's charismatic but not charming.)
