Because his padawan was the chosen one which means he had more interactions with members of the council, which means they were more likely to think of him when considering a new seat. You see stuff like this happen a lot irl. Guys that were massive shitbags and coupdnt do a wingle thing right get promoted as soon as they start doing the bare minimum instead of the guy that was working hard all along, just because managment has seen the shitbag more than the hard worker.

I know cannonically the clone wars were only 4 years but i feel like it makes way more sense for it to be a 7 to 10 year conflict.
