People like watching train wrecks. The most successful reality television shows are the ones where people can laugh at all the trashy people. I don't think anyone watched this earnestly thinking he's a cool guy.

He was absolutely doing an 80s thing. This guy was in his 20s/30s in the 80s. His entire world view of what is cool is from that era and he just froze in time. In the early 00s he may have peppered in some gaudy Criss Angel mindfreak bullshit, but this guy has "highway to hell" running on loop in his head nonstop.

Yeah, some of his clothing is updated, but it comes from the 80s cool guy/tough guy look. Oakleys had a resurgence in the 90s, but that's not when the company started. Dog's look may have been slightly updated through the years, but you can 100% trace it all back to him being a "cool dude biker gang" guy in the 80s.
