My nomination for this thread is the episode Good Doctor from Star Trek Enterprise (ENT: S1E13) by far the dumbest and most unethical Star Trek episode in all the series.
They genocided a whole civilization they could easily have cured just because they were a few years away from developing warp...

It depends on what you mean by "bad". Are we talking a cheap cop-out episode of a regularly good show? Are we talking unaired and unbought pilots? Are we talking offensive to sensibility and taste?
70s TV was far worse than modern TV, but you can pick interesting bits out of it.
Currently watching the first season of Space 1999 and there are a lot of episodes that are literally just "Gerry and Silvia Anderson are working through their divorce through this episode".
Greatest American Hero has a lot of plot holes, makes no sense and seems like it was made on a coke bender. But it's cheesy and stupid and moderately fun.
Some of these Franchise Build Up shows that are coming out now are derivative but not the the level of Homeboys in Space or some of those UPN/WB 90s Slops.
Overall the worst episode of any TV show I've seen would probably be Cartoon All Stars to the Rescue. Just the right mix of nonsense and insincerity with Propaganda that it's only redeeming quality is its irredeemibility.
