I'm sure Howard was told this by Chuck long before he found out Jimmy got a law degree. He just didn't have the decency to tell Jimmy to his face he didn't trust him to be a lawyer, and would refuse any opportunity for him to work there, so he dumped the task on Howard for years while exploiting his baby brother's trust to make him his live-in dogsbody while he slaved away thankless as a public defender and nursing the world's least convenient psychosomatic illness.

Chuck was certainly not entirely unsympathetic, and there certainly are worse people in the Gilliganiverse, but he was an awful man and a lousy brother.
