Long version: She was intended to empower, desexualize and elevate the character from the blonde and caucasian fap fantasy Supergirl was percieved as, which is why black batgirl would have set her up. They ditched the miniskirt and traditional beauty standards. Problem is, they swapped her out with a statuesque tomboy in a skintight suit. She was designed by committee to not appeal to coomers. Instead, they just traded one type of hyper specific coomer for another.

Read between the lines in the interviews for casting her and you'll see they use the usual marketing speak for 'we didn't want her to be hot'. Problem is that they didn't succeed.
