Sort of? That's what phantom means. It means seems to be, but not actually there. Phantom leg etc. The title alludes to the fact that there was no menace. The 'tensions' that were building between the various parties were all hearsay passed around by one guy to create his pretext for ordering an army built. But this was un-done by the next movie because there was a typo on a script where Sido-dyas was written Sifo-dyas which George simply ran with, inexplicably throwing into incoherence the premise of the mystery plot that underlies that movie and the trilogy
