While technically true it's an extremely misleading statement. Getting certified in the naval nuclear program is a massive pain in the ass, takes more time than a degree(assuming you don't get discharged early for some reason) and isn't even necessarily an option for everyone depending on age and medical capability.
It is cheaper though I guess.
