Keoghan is a great actor but this role is profoundly miscast and/or doesn't mesh well with other directorial choices. Keoghan is great at unsettling the audience subtly in e.g. The Killing of a Sacred Deer where he is genuinely a creepy and threatening presence. But the Joker is anything but subtle and requires more expressionistic acting and as a result Keoghan produces a cringeworthy performance.
Ledger-Joker was strangely charismatic, even campy and over-the-top, but it came off genuinely unsettling without trying to be. Meanwhile it feels here Keoghan is constantly trying to be threatening and creepy in a way that completely undercuts any actual tension.
