You'd just need a local water source, and chemicals like nitrates, and you just use aero/hydroponics.
Really though, once you get out of a gravity well there's no good reason to hurry to get yourself stuck in another one.
If you can get large numbers of people off the planet, and keep them in space indefinitely, just do that. You can exploit resources in orbit to build habitats that can harvest resources and manufacture more habitats.
You've got everything you need in orbit.
The only reason to go down to a planet ever again is for scientific reasons.

Its not really, its just extremely expensive, and there isn't any real return on investment.
Even if you were able to go to the asteroids, start mining it for iron, gold, rare earth metals, etc. You now are sitting on a claim that dwarfs all of that resource that humans have located or have already dug up from the crust of the earth.
You start to run into a problem where current economic models just kind of shit their pants because the "supply" side of supply and demand curve is virtually infinity.

When you're talking about going to mars you can't always just go straight back to earth since it spends plenty of time on the opposite side of the sun from earth. There are transit windows you need between earth and mars. Its 7 months if you wait for the right time every earth/martian year.
You can't really just colonize mars or the moon in one big go. You have to boot strap the operation because there are a lot of problems that haven't been figured out, and more problems we don't even know we haven't figured out that we'll discover.
You really need a boot strap operation. A way to reclaim water locally, a reliable way to draw power from the environment, and a way to keep yourself air tight, and warm indefinitely.
After that you need to begin exploiting local resources to begin manufacturing more stuff so your colony can continue to expand and grow until it reaches a watershed and will continue under its own inertia.

You can now lift most agriculture and heavy industry off planet, and getting things back down to earth is as cheap as kicking them down the gravity well at the right time. Now you have a population of people with the opportunity to go off world, or stay behind and become shepherds and stewards of the land helping to restore the natural beauty of the world and build human settlements more integrated into nature like a post modern Walden.

I mean spacex already did that with f9. The only reason the current rates are as high as they are is there's nobody on the planet who can remotely compete so there's no reason to lower their prices more than they already have. Last I checked they're charging around $70mil per launch to LEO but most educated estimates pin the internal costs at their current launch volumes to somewhere below $15mil. You are right though, if they get starship up and running reliably we could see another order of magnitude reduction in $/kg to LEO.

The physical size of the payload it can take is huge too.
The JWST spent forever being designed and built and tested, partly because it was so big it had to be able to fold up and deploy itself.
If it had a launch platform like starship it wouldn't need to be over-engineered to unfold like that. It could just have a simpler mechanism.

I mostly wonder if there are any internal plans in the works right now for a clamshell or shuttle style bay door on the leeward side variant of starship to facilitate releasing larger payloads like what rocketlab showed with their neutron second stage a couple weeks back. I know their current setup is specialized for the new starlink hardware but I wonder what they're working on behind closed doors. I have to imagine they've done a lot of engineering for that sort of thing given that a variant is planned to be used for the HLS portion of Artemis and that's going to require a much different physical config than what we've seen thus far.
