Where he said raptors were smarter than dolphins and even people? I really thought this was going somewhere, like the payoff was going to be raptors equipping uzis and figuring out a way off the island or something.

They even had one talking in a fucking dream so what happened? Did the smart ending not test well with audiences?

The original ending was that Grant was going to rally the raptors with his little whistle to attack and kill the Spinosaurus after one final ambush.

To be fair, the entire movie was fucked by production issues. There's a good narrative somewhere in JPIII, but it really didn't get the time it needed to get brought out.
