omg I thought I was the only person to notice.

Typically a lot of voice actors will just do a bad celeb impersonation, and that character only has a few lines, so it was likely easy to pus out.

They have a rather convoluted way to bring the original "Joker" into the future, and it's effectively magic and cloning (not the original guy since he's dead). But once they do it, it's a lot of fun. Joker loved playing off Batman, but hates dealing with Terry. Terry calls out his bad act directly.
