I've been raised in a post-communist country (one eastern to the EU border). It does dissipate after a few generations under a brutal dictatorship and the cynicism sets in. Of course, you still "believe" things - when an atheist boards a plane they "believe" that it's going to fly, because they've been told, they can't derive it from first principles of physics. But when it comes to moral dicta - "thou shalt not do X" - they are based on expected punishment from a government in the real world, not in the next one.
