He had him struggle against stuff and frequently become frustrated at things around him. The problem with female/black characters being all-powerful and important in films is that writers don't have them do anything but be extremely smug and struggle at absolutely nothing. Mr Terrific acts antisocial while being a softie, he's frustrated over small things, he gets constantly exasperated over events as the film goes. Those moments ground him and make him relatable. The fact that he keeps calling for Clark to come while having to manage a rift that's collapsing the Earth without fixing it magically with a smile and a tagline makes him cool and not annoying.
