It's his own interpretation. Just like Snyder made Jor-El a benevolent figure (that wanted Superman to still lead humanity, but presumably as a good god) and made Jonathan Kent an asshole, making him say Superman should maybe let people die to protect his own identity.

Jor-El's been an asshole before. Not to this exact degree, but he was the leading scientist of Krypton. He and the rest of the leadership were all hubristic enough to eventually lead to the planet's downfall. It's only when it's too late to save Krypton does he take measures to ensure Kal grows up a good man, so that the last of their race doesn't make the same mistakes they did.
