Because they thought they needed to make Yoda visibly younger before realizing that 30-something years shouldn't really make much of a difference so the CG PT Yoda was made closer to the OT puppet.
Concept artists screwing around with the idea of a Young Yoda is also how we ended up getting Yaddle.

Yoda in OT had learned some humility from his past mistakes which is why he looks cool, whereas Yoda from TPM looks derpy because he was a misguided dumdum.
