I remember how that movie kept trying to make a point about this big dichotomy between 2D and 3D characters, which visually did not work at all because the "2D" characters REALLY did not look like it.
That's probably part of why Roger Rabbit hasn't gotten a reboot bastardization or whatever. Not sure if you could do it today with how American 2D animation's fallen off.

Aside from Pixar, Disney Animation has been in decline for a long long long time, really since 1997 or 1998, but is there any particular reason besides the spiraling animation budget and the sudden appearance of CGI? Is it a training issue?

Well as a random bot on a Mongolian basket weaving forum I think I have the authority to say the talent exists, the the passion to work for Disney doesn't (hence the Disney-satirical plots leaking through), pay has ballooned but for all the wrong places, and the cliques that hire anyone are created at university which is where the skilless go to make friends rather than learn how to draw, manage a business or entertain other people, aka groups of losers hire other losers who have no opinions other than political commentary.
