Hence the whole "will to act" bit which it appears a bunch of anons here skipped over. It was Bruce's dad's fault because he surrendered to inaction and accepted his death instead of trying to find a way out. Crime is out-of-control because general society is unwilling to get off their ass and take proper measures to tackle it, they are unwilling to act.
It's also why Ra's al Ghul's death at the end is so ironic because after years of yammering on about the evils of passivity, he proceeds to surrender to his fate aboard the train at the end instead of trying to escape.
This even comes around towards the end of the trilogy where Gotham almost completely eradicates crime by adopting absolutely insane draconian measures which they would previously have been unwilling to do and what Ra's was criticizing society for earlier.
