that was before the movie starts and that had alot to do with Superman holding back and being surprised that he was fighting someone stronger than him which he has never had to deal with (Snyder's Superman was stronger than all his enemies in man of steel), On top of that Lex had years of studying Superman's fight patterns which probably threw him in for a loop, the next time they fight it's a 2 v 1 that forces him to get creative with his fighting style all while still having kryptonite in his blood, after he severs Lex's control of the stronger clone of him he beats him pretty much right then and there
