Suddenly there's a loud BANG.
Batman doesn't flinch and stays focused on his computer. Behind him, Superman has landed.

Clark.

SUPERMAN
Any news?

BATMAN
I found this.

Batman throws a tablet over his shoulder at Superman.

BATMAN
It's from another dimension. Interesting stuff.

Superman ponders over it and finds a video file. He presses play.
The tablet starts blaring out the music of Hans Zimmer as he watches a dark slow motion scene. A young boy with his parents, outside a movie theatre. A robber. A gunshot.

SUPERMAN
I-is that you?

BATMAN
I told you, it's from an alternate dimension. That's not me.

The video continues playing. The young Bruce falls through the ground amongst the bats into a cave. A white screen fades in.

METROPOLIS
MANKIND IS INTRODUCED TO THE SUPERMAN

Superman falls to his knees, clutching the tablet.

Make a mix of Superman and Batman public enemies, What’s so funny about Truth Justice and the American Way, and the Authority. Manchester Black now leads the Authority. Hawkgirl (replacing Swift) and the Engineer reprise from Superman to join Black. Apollo and Midnighter are on the team along with Jenny Quontom. The Authority stage a coup and successfully take over the world and institute a world-wide fascist police state. Superman and Batman are labeled public enemies and are hunted by the Authority and other heroes/villains who are ideologically sympathetic, seeking revenge, following orders, or desire monetary gain. Throw in a ticking clock element for the Authority to work on after they have taken over the planet (maybe something like Brother Eye) that Superman and Batman have to prevent.

I’m gonna expand on this because I just gave the plot rather than the story/themes. Of course, this takes on the ever present theme popular in Superhero media (Dark Knight and Civil War) of government surveillance. But this would also touch upon police state tactics more broadly.
Both Superman and Batman will have some fundamental aspects of their superheroing called into question. Both Superman and Batman will have their “No Kill Rule” called into question. But there will be other challenges unique to both characters. Superman will have to ponder whether he should have done more in the wake of the Authority’s takeover. Gunn’s initial movie had Superman challenged on whether he should have taken action in the first place. The Authority asks, “why did Superman stop at preventing one war when he could stop all wars?” Batman, on the other hand, will have his notion of a “war on crime” put up to the challenge. The Authority has greatly expanded actions which consisted crimes in their bid for control. If Batman seeks to stop all crime, what happens when the definition of crime increases? Likewise, Batman has no qualms about the state executing someone so long as some semblance of due process is respected. Should Batman really take much issue with the Authority’s tactics if they have the monopoly on violence? Batman has flirted with police state tactics in some elseworld’s, so he will be more sympathetic to the Authority’s tactics and butt heads with Superman initially and provide a mouth piece for the Authority’s pov before Superman convinces him of the evil of this system.

Act 1 will end by having the Authority successfully complete their coup. The US government will be complicit in some really nefarious shit that backfired massively (if this movie had balls maybe creating a virus that eventually caused a worldwide pandemic lmao). The U.S. public perception is at an all time low and the Authority basically displays a tremendous show of force and take over. They can fight Captain Atom and Task Force X as the climax to act 1. Superman, during this time, is off world saving the life of one little girl and we follow his little adventure there. Superman now feels guilty about leaving earth but also now feels guilty about feeling guilty because it means the girl would have assuredly died. Batman in Act 1 is working to prevent a terrorist plot by one of his villains (maybe Scarecrow binning Gotham in fear gas again). We follow Batman catch up with Scarecrow but the bomb is about to go off. After the coup is announced, the Authority get word that Gotham is about to be lit up. Apollo instantly flies over, throws the fear gas bomb into slave, comes back down, and unceremoniously snaps Scarecrow’s neck. Act 2 will be Superman and Batman failing to adjust to the new system and eventually deciding it needs to be destroyed. The Authority will be consolidating control trying to build Brother Eye. Superman and Batman are being pursued by meta humans for some fun action. Act 3 will have Superman and Batman failing to stop Brother Eye from activating but preventing it from completely taking over. After the Authority is defeated Superman and Batman discuss starting their own team that won’t take such drastic measures and show a bit more restraint.

Post credit scene is them meeting with Maxwell Lord over coffee

Sideplots:
Superman is impressed by Batman/Bruce fighting crime as a human and he begins to copy him, like using the black/silver supersuit, trying to make a growly voice, etc. but it comes off as goofy (think Spider-Man 3 Emo Pete, but less selfish).
Batman does the same, so we get the blue/grey Batsuit. But seeing Batman smile make criminals shit their pant even more. Batman even adopts a dog, Ace the Bathound, but it's a crazy shitbull. The doggie cowl and cape make it look like it's direct from a fucking horror movie instead of cute and goofy.
Batman and Superman keep stumbling onto Supergirl and Batgirl having sex in random places.
Robin is an edgy punkrock teen, but his reputation in Gotham is like the Teen Titan Go version, an incompetent doofus with tiny hands and bad breath.
Lex always drops his spaghetti around Bruce Wayne.
Badass Moments: In the movie, at one point Superman is mind-controlled and attacks Batman. Batman uses pellet-bombs on Superman's atemi points to slow him down.
