It was cumulative punishment and she had a buttload of points accrued against her license. The surprising thing is getitng ticketed for 8 over the limit, unless it was a school zone or some neighborhood where people have been bitching about that sort of thing.

She already had 9 points on her license from previous offences - speeding is usually 3 points, so this offence takes her to 12 which is a ban. And for your first speeding offense, you usually get the offer of attending a speed awareness course (online zoom meeting for a few hours) which wipes the points and associated fine.

So...she got what she deserves. Also the 30 mph limit is for built up urban areas - no reason to go as fast as 38 in that situation.
