if the missiles haven't corroded to all hell already because most of their ICBM stock haven't had their liners replaced since the 90's and use hypergolic propellant
i hope they haven't, but given the budget they have for nukes it's unlikely they have more than a 100 or 200 functional ICBM's, the warheads themselves are probably not much better as warhead maintainance is really intensive.

normalizing the use of tactical nuclear weapons would be unacceptable for every nuclear power on the world, they want their nuclear power to be a get out of jail free card in case they're defenseless against attack by any other means, and nuclear umbrellas give nuclear countries large amounts of soft power, ukraine is under the nuclear umbrella of both the west and china, and breaking that precedent would mean worldwide nuclear proliferation, as it would be proven that's the only way to garuantee sovereignty and relying on nuclear umbrella's doesn't work. which means nuclear countries lose their big advantage of being the few countries that have nukes.
any russian that tells you they could totally nuke ukraine is basically a retard who doesn't understand how nuclear strategy/game theory works.
