It's based on Manhattan Plaza, a federally subsidized housing complex for artists. Larry David and Kenny Kramer lived there, paying $58/month for rent. In theory a mailman like Newman shouldn't have been able to rent there but these types of programs are notoriously corrupt. And of course the tv show doesn't have to be a one to one copy of reality or the life experiences of the creators.
