how can Neo be the chosen one if the oracle clearly states he is not? What if she hacked the matrix and turned neo into the one because she was sick and tired of the machines?

The oracle does not clearly state that Neo is not the one. NEO DOES, in his own self-doubt in the middle. Her ambiguity, her "sorry kiddo" on this point is all part of the movie magic in which the central character has to believe in himself, which is the real point. Once he does, then he can do anything, Because for reasons that are never fully or satisfactorily explained (and which are ultimately unimportant from the dramatic point of view), that's how the story works.

The Oracle is a program. She was created to understand Human psychology. She came up with the system of the One, which stabilized the Matrix through periodic reboots and the introduction of Choice.

However over the centuries of reboots, the Oracle grew fond of Humanity. She devised a plan to bring peace between Humans and Machines and break the cycle, which involved
a. Corrupting Smith (to give Neo his bargaining chip) and
b. Making sure Neo (the One) picked the door he wasn't supposed to pick.

Next step was choosing a suitable One candidate. She picked Neo because he fit the psychological profile of someone reckless who would choose the other door.

Then she activated the One programming in Neo, by giving him the cookie at the end of their first meeting. We are told over and over that certain foods can modify code in the Matrix (just as the Merovingian shows with the cake).

The cookie both activated the One programming in Neo, and also embedded a virus on his code so that he would make Smith go rogue. When Neo died at the end of the movie his One programming kicked in. When he attacked Smith, he also infected him.

she tells each person she meets with what they "need to hear" and that alone. That is the sole purpose of speaking with her, not because she is to tell the future or other bullshit. Neo was being told already that he was the one, but he needed to believe that he wasn't in order to become the One.

Neo represented the life impulse. The spontaneous.
His arrival was inevitable.
The machines figured out a way to delay this inevitable outcome as long as possible.
The Oracle was just a machine who understood this.
The sequels were throwaways of what would have actually happened.
Neo would have had control over all of existence.
The machines would have kowtowed to him in the second film.
The last film would be him following the arc of "Unforgiven" where he would have addressed humanities fuck ups with a final warning not to do it again.

She manipulates people into doing her bidding because that's literally her job. "Need to hear" is bullshit.

She told Morpheus that he would find the One.
She told Trinity that she would fall in love with the One.
She told Neo that Trinity was in love with him.

All to orchestrate Neo picking the other door and choosing to save Trinity over Humanity.

You are right that she can't predict the future.
But she reads and understands all the variables that make up Human psychology so she might as well be a fortune teller. She's the ultimate master manipulator of Human psychology. She found two suitable Humans who would fall in love with each other, a suitable mentor, and a suitable One to pick the "wrong" door.

Only difference is that on this iteration of the Matrix, she used her powers for good (peace between Humans and Machines).

He wasn't. He clearly has a subconscious control over reality based on the rain and the lightning strike while he's in the car.
The One is a near pure manifestation of the life force, which exists for the spontaneous.
The spontaneous is the source of laughter, which is known only to human beings.
Machines would be incapable of understanding or replicating it.
The Oracle was built to try to understand this unknown phenomena, but was only capable of predicting its occurrence and how to delay its inevitable outcome.
Smith was a byproduct of its occurrence as a means to collapse its hindrance.

Neo was always the One.
The spontaneous life force seeking a path to its expression.
Laughter is an involuntary expression of this life force.
It can not be imitated.
The matrix was about the machine completely controlling this life force and reducing everything to a controlled variable.
Smith was a response to constriction, growing stronger with each constriction.
Neo would have freed Zion easily and subjugated the machines.
But humanity would still need to learn the hard lesson of not fucking with people/existence.
Neo would have a final where, having his friends publicly executed, explain to humanity that this is their last chance.
That if he has to come back he will kill everyone, both machine and man.
