I feel like Strange is a better fit given his previous time and importance in the MCU.
Based on the comic and the Council of Reeds and the Baxter Foundation, I do feel like Mr Fantastic would be a prime candidate to lead the MCU, but it is weird just throwing him in there at the last minute and making him lead everyone. It wouldn't make narrative sense.
Also, Pedro is a cuck, and no one wants him to have more screen time than necessary. He is the Brie Larsen of the Multiverse Saga.
