In the book it was only briefly speculated that the Bugs attacked because we encroached on their "natural habitat"
It was never any sort of big political point and Verhoven put it in the movie to underscore how ridiculous and controlling the fascist government of the Federation was with their response to the pacifists.
I like Verhoven and his take on Starship Troopers but we really need a proper big screen true to the book adaptation of the story, with mini nukes and the Bugs having their own lasers and spaceships and shit.
