The collapse of episodic TV and the Netflix binge model has taken away the type of training that the older writers had, so even in good shows, you can tell they have problems with scene and episode construction.
Basically the old school writers were (on average) better because it's harder to write a good mystery procedural episode than it is to write a season-long movie.
Also The Sopranos and other shows were reacting against conventional TV, now there's nothing to react against, though I suppose Poker Face could be considered a neo-reactionary show or something.
