Kinda seemed like it should have. Like it terraformed the entire planet in minutes. That's a lot of stuff going on. It should have killed everyone on the surface. It seems like something you'd activate remotely or safely from an underground bunker. And he also rightly knew his monopoly on the planet would be gone.
