He spent his life bootlicking his sponsors only for them to cast him aside the second he isnโ€™t useful, so the added strength from the goblin serum (as well as the mental degradation) allows him to take command of his own life
He knows Spider-Man also felt wronged and cast aside by people (the Bugle putting out hit pieces despite his heroism), so he tried to appeal on that common ground of being used and misunderstood despite having the ability to do incredible things

The villains are honestly the only good part of Holland's films. I though each of them were pretty great (counting Dafoe as the main villain of No Way Home, and even with the caveat that they just took an already done villain from a superior film)
